transportation from harbin west station to ice festival?

If we take overnight trains to  HRB  from Beijing, will we be able to get a taxi cab from the West train station? What is the best way to get from the train station to the festival?

Oh, there are more than one places where activities for this festival are held, such as Ice and Snow World, Zhaolin Park and Sun Island Scenic Area . Which one do you refer to? Anyway, I suggest you take a cab to any of them. Cab fare for your reference: ice and snow world: CNY30-35Zhaolin Park: CNY 25.Sun Island Scenic Area: CNY 40.
