Generally speaking, the answer is no.
Most airlines regulate that passengers have to consign their pets with the check-in luggage. But China Eastern Airlines are allowed to bring the cat on board. Is your flight from this airline?
Whatever, you need to contact your airline whether they provide this service or not. If yes, you should apply for this three days in advance. Besides, you need to show some effective certificates about the healthy condition of your cat. Upon landing, your cat should accept physical examination in China customs.
So ask your airline first. :-)
