Is this place open year round, is there any limitations i will have visiting during this time of year?

Yes, this scenic spot opens in Dec. and Jan. And the opening hours are from 08:00 am to 17:00 pm. The weather in that period of time is mild but not very cold. You need to bring some light jackets and overcoats in order to adapt large temperature difference.
