About:72-Hour Visa-Free Transit

Is a 72 hour China visa for individuals arriving by cruise ship in Hong Kong and departing by air?

You mean you will make the transfer in HK?
The 72-hour free transit policy is not applicable in HK. If you have USA passport, you are able to enjoy the 90-day free entry to visit HK, you can enjoy longer than enjoying the 72-hour policy in HK.

No visa at all is needed for a US citizen to travel to Hong Kong as it is treated differently than mainland China.
