VOA for Xiamen from Taiwan? I'm Italian and currently in Taiwan.

I'd like to visit Xiamen from Taiwan. I'd like to know if it's possible for me to get a Special Economic Zone Visa on Arrival at the port of Xiamen.
I found this mentioned on your website,but I cannot find any evidence that this is actually possible.
