this Dec I want to go to Beijing and stop by Luoyang. Can I go from there to the grottoes by bus?

It’s about 8mi from the city center.
You can reach there by bus no. 81 from the railway station. And the taxi fare from Luoyang to the scenic spot is around CNY40.2
