You are right. You need to apply in Singapore.

You will go to purchase something or join a business meeting? If you go to purchase something or so, you can consider to apply a M type. The documents are: your valid passport, an application form, a recent taken photo, your invitation letter from China and your resident permit or work proof in Singapore.

If you go for meeting or investigating, you can consider to apply a F type. The required documents are the same.
