About:Political System of Tang Dynasty

How did the government helped people in Tang Dynasty? Who made the laws?

how were they decided? Examples.I need help on this

The first law was made based on the previous laws in the Sui Dynasty. Later, Emperor Taizong, Lishiming askedthe minsters to improve a completed law based on the first law and it became the basis of the later laws and rules.
