PROC oversea passport holder visa requirement

hello,
My uncle is a People;s Republic of China oversea passport holder and a permanent resident in the Philippines, does he need to get that for a 5 days visit to Hongkong?

He needs a HK Travel Permit with register to visit HK. It can be applied in your local Chinese embassy.
