Can I have someone pick up my passport from the Embassy if I give them the receipt?

Michael, you can assign someone to pick your passport and visa for you. However, I am not sure if you are required to write a power of attorney. Perhaps, your identification document is required. The consigner might be required to take his/her ID card too. I think you may make a call to the Chinese embassy and ask what documents are required.
