I am in china on Student X, my husband wants to go to HK to apply for S1 type

Where do we go?
he initially had an S1 but we got caught off guard with a 7 day holiday, unexpected health problems and such and they would do his visa till mine was complete. Which took 3 weeks to get complete plus, the running around with getting documents and dr appointments.
(I'm ok)
So he went to HK and just got a tourist L type to make things easy, now his L expires Dec 18, where can he go to apply for S1?
Also mine said it expires Apr 30, I thought they gave you a year not just the school semesters.
