Do you have valid residence permit for employment or study? If not, I am afraid that you can't apply in Philippines. You should apply in your own country. If you really need one urgent, you can submit your application and the consular department finally decide whether you will apply one successfully. In this case, you should provide valid Filipino visa and copy of your entry stamp.
