How long is your layover? If it is less than 24 hours, you can leave the airport without it. But you still need to apply for a stay permit at the airport to leave. If it is over 24 hours, you need to apply for a Transit G in advance to leave.

I mean you do not need a visa to leave the airport, but you still need to apply for a stay permit to leave the airport.

Hey, you can apply for the stay permit when you arrive at the airport. You needn't apply it from Chinese embassy.
