I wil come to JZG at the end of this nov. What is temperature this time normally. Are HL wil close and no tourist are allowed to enter this place

It is a bit cold and windy at that time, and the average temp is about 43 Fahrenheit degree. The Huanglong scenic area may be closed but JZG is open still.
