Good day would you know if there is snow in the city proper during this time or do I need to visit nearby mountains to experience snow? Thanks in advance.

Yes, usually it will snow in the winter in that city, but I’m not sure if it will snow in December 23. In that city, there is a snow mountain, Qingliang Mountain. There is a ski resort there, you can have a visit there.
