From the picture of the two men with lifejackets - is it possible to get taken to the foot of the buddha by boat? I cant walk for 2 hrs, so is the only choice to see it from a boat that passes by?

If by boat, you can arrive at the foot of the buddha. But you cannot go ashore. You just can take a picture at the boat.
If you choose an appropriate angle, you can also take a picture like those two men with lifejackets.

According to your situation, you'd better to take a boat.
