I go liaochand and linqing

Linqing: -8 to 6 degrees Celsius in December
Liaocheng: -7 to 7 degrees Celsius in December

It's very cold in these two places. You'd better wear thick and warm clothes like overcoat, thick sweater, down jacket, gloves, hat and scarf to keep you warm.

You should also be aware that indoor areas are not necessarily heated - especially if you will be in factories or some offices. I have sat in meeting rooms that were 5 or 7 C and you have to be prepared for that as much as the outdoor weather.
