About:Chinese Embassies and Consulates

I am an Indian Passport holder willing to vist Honkong,Shenzhen and Macau as tourist in Dec.

May I get VOA at Hongkong and Shenzhen or should I apply to chinese embassy in advance for visa to shenzhen?

It's ok for you to visit HK and Macau. If you just visit Shenzhen, you may try to apply for a VOA at Luohu Border. However, I am not sure that you will get this special VOA for sure. If you plan to visit other cities rather than Shenzhen, you need to apply for a L type from CVASC branch in your area in advance.
