If you mean the invitation letter from a travel agency, there is no need. You can visit the park on your own. Apart from tigers, you can see lions and ligers there. I just know it is fine to take the pictures of them in a van, but not clear about the facilities.

For giant pandas, there is no a good choice in Harbin. You are suggested to go to Bifeng Gorge, Ya'an, Sichuan Province to take the pictures of the pandas in a natural environment.

As for the climate report, do you refer to the weather in Harbin? If so, it would get cold in Dec. and the lowest temp shall be around -13F. You should prepare enough warm clothing.
