I’m afraid you cannot see the canola blossom at that time, for the Feb. and Mar. are the blossom season of it.

And the cherry and the crab apple blossom is usually at the end of Feb.

I saw in an article there is a place named Anning near kunming and there are canola there too.

Yes, you are right that Anning is a good place to see the canola (rape flowers), but it is best to enjoy that during Feb. and March. As you said, it is close to KM, so you can take a taxi to arrive.
For the red land in Dongchuan, it is fine to visit in mid Apr. and you can take some great pictures.
