About:China Visa on Arrival
I am an Indian. Need to visit Shenzhen on 12th Nov for business purpose. Can I get VOA at HKG

You mean the VOA for Shenzhen?
If so, it is impossible. At HKG, you can only try to apply for an ordinary type.
For Shenzhen VOA, it is almost impossible if you do not have visa to China in the previous. You are suggested to apply an ordinary type in advance.0
