How long will it take to travel from the airport to ST city as compare to chaozhou city? Which city will be more convenient for us to stay in - ST or chaozhou?Will there be a van for us to hire to take us to that city and chaozhou city for sightseeing and shopping? How much does it cost?

Actually, the travel time to Shantou and Chaozhou are almost the same, about 1 hour bus ride. In the airport, there are shuttle  buses to both two cities, but more buses to Shantou. Maybe it will be more convenient. Just in the airport, you can find and hire a big van to these two cities, and the cost is about CNY500 per day.
