About:Foreign Consulates in Hong Kong

visa or entry permit for visiting HK

I have a Taiwan passport but do not have taiwan ID or Taiwan Compatriot Permit, do i need it?

Either of them are required, but you need to pre-register in advance online before going to HK. The pre-register can be done on the official website of GovHK.
