Can I take shuttle A21 from hong kong airport to overseas passenger terminal.

I wonder whether you refer to the Kai Tak Cruise Terminal? If so, bus no. A21 cannot take you there directly. From the airport, you can take shuttle bus no. E22A and get off at Kowloon Bay Station, Kwun Tong Road. Then walk to Kowloon Bay MTR Station to take green minibus No. 86 to the terminal.
