This may sound silly or stupid, but is it possible to get a Lhasa Apso puppy in Tibet?

Is there any laws against taking a puppy or two out of the country? If not, what actions do I need to take, to respectfully do so?

Yes, but according to the regulation, you can just take one. And you must make Exit quarantine for it. For the details, you'd better contact Tibet Entry-Exit Inspection and Quarantine Bureau.

Also where would you take the Apso puppy? You'd better consult the documents required in advance.
