About:Chinese Embassies and Consulates

Can I get my Chinese tourist visa if I'm not a resident from Latvia but have a european passport?

What is your purpose to Latvia?
The local Chinese embassy only issue the permit to those who holds the resident permit in Latvia or who can provide proof of long-term residency or who married with Latvians.

So if you are temporary to be there, it is almost impossible to get Tourist L for China.
