Irish/Australian citizen with old residency permit want to visit China

I am a dual Irish/Australian citizen travelling Europe.

I was previously living in Vienna, and have a residency permit which is now out of date. Can I use this as a supporting document to apply for a tourist visa or do I need to move back to Vienna and acquire a current residency permit?

Thanks!

Since the resident permit is out of date, you cannot use it to apply the Tourist L in Vienna. Which country you are now?

If you can show your proof of legal status in Hungary, personall speaking, you can try to apply it in Hungary instead of Vennia.
