Can I teach on an L Visa (Tourist type)

I am interested in teaching in China for a semester, but am told that the only way to get a Z type is to teach for a year. Is it okay to teach on an L type, the company says because it is a cultural exchange an L type is fine, but I've been told you need a work Z. thanks
