About:Chinese Consulate in Melbourne

apply a visa via Australia Post Office

To whom it may concern,

i will apply a travel type to Shanghai for 3 weeks and there is any way it can be via Australia Post? if it's possible how much would top up the standard charges

You can apply through the local CVASC by post. If you apply for a single entry type, the fare is 115 Australian Dollars.
