Am i allowed.to process.the tourist visa for.my pakistani friend?

Hi i have a pakistani friend.who.would.like to come and visit me here in Hk. Am i allowed to proceess.her permit in the.hksar.immigration? Im.just a.Domestic.helper here.in hkong.
