Why is the pollution index in Nanning so high in December?

It has little rainfalls on the previous two months and the cold air flowed from north to south, so it was quite dry and cloudy, which caused the reduction of wind speed, volume of rainfall and humidity. This cannot help to spread and purify the Pollutant. So the index was high in this month.1
