Octopus card flight lands at HK International Airport at 10.00pm

Hi my flight arrives in HK at night, I doubt ticket office is open so it is possible to get a card from a machine? pay by credit card

Or can I withdraw cash at the ATM then use the cash for the octopus machine?

Also how are the ATMs in HK? Do they carry individual charges like in america, (+card fees) or is free to withdraw just depends on card issuer?

One last question, does the octopus card 'cap' and turns into a unlimited use for that day?
