As a Florida residents can I apply for a Chinese visa at the NY consulate?

You can only apply it in Houston Consulate since you are a Florida resident.0

What if I go in person to the NY Consulate to apply for a chinese one and am a Florida resident.
Can I get a it then?

If you go to the NY Consulate, the consulate may not accept your documents for application. According to the rules, you need to go to related consulate where you reside in.0
