Can I apply for a Tourist Visa in your Laoag, Ilocos Norte office?

Dear Sir:
I am a Filipino citizen but US green card holder. I've been in China twice as tourist. Now, I am planning to travel to China again as tourist for the third time. Do I still need to submit requirements for a L type? With my previous travels I secured my L typ in the U.S. I am right now on vacation here in the Philippines and I would like to know if you process Visa in your Laoag, Ilocos Norte office? Thank You,
Estela

Chinese consulate in Laoag's consular districts are the Cordillera Administrative Region, Region 1 and Region 2 of the Philippines. If you are from any of the consular districts, you can apply in Laoag. In a word, you should apply from Chinese consulate that has jurisdiction right in your area.
