Current Visa to China from Hong Kong situation

Hi, I've recently come across a notice saying that only Hong Kong residents or workers can apply for a Chinese visa there, are there any exceptions to this? I'm from Costa Rica currently in Beijing and I need to get an X1 (already have the admission notice and JW202 form). Can I still do that in HK?

Tnx

Hi, Joey, where did you see that notice?
According to my experience, it is may be impossible to apply your X1 on your own, but you can apply through some local tour agency or some Chinese mainland agency. It will be much easier to do it. A friend of mine has recently got his Z type in HK. So, you can also have a try.
