Is it possible to buy train ticket at non departure Railway station? Example, to buy Dali -> Kunming ticket at Kunming railway station 10 days advance. Thanks.

Yes, it is possible. Currently, you can buy tickets for any domestic route at any one railway station in China 18 days in advance, but a service fee of CNY5 per ticket is charged by the railway station if you did not buy at the departure station.
