Stay permit or transint permit?

I am a Filipino citizen but a legal resident in the US. I will be travelling to Manila with a 15 hrs. layover in Beijing ...and I want to go out of the airport and do a little sightseeing. Do i need a stay permit or a transit permit? and do I have to have it before i travel or I can apply for one at the Beijing airport Immigration?
