how can i travelling in qinghai when i stay in xining?

I am going to stay in that city from 9th to 15th on August.During these days, i want to visit four places.First I will go to Lake Qinghai and stop by sun&moon mountain, sencond is Menyean for watching yellow flowers, third i want to enjoy some hiking or trekking around XN, last one is ta'er monastery.So i wonder can travel above four place for 4days.How can i do that?

Yes, four days are enough for these attractions. As they are not very close with each other, I suggest you rent a car to enjoy yourself. Or join a tour for a full visit.

Have you booked a hotel in XN city or another city? If so, you can try to ask help from your hotel as for car rental service. In addition, they may also arrange such tours! If no accommodation has been arranged, you'd better go to a travel agency and they may help you rent a car. For 48h's travel, you need pay at least CNY1,000 as I know.
