Is there a consulate for Afghanistan in Macau

My name is Abdul Rahman Secretary General of Afghanistan Bodybuilding and fitness Federation. We are invited to Macau for 48th Asian bodybuilding Championships. Now we following our team's Passport issue in Ministry of Foreign Affairs. We are asking about our Visa, if you kindly help us, is it possible for us to get Macau visa form Chinese embassy in Kabul or we have to get VOA to Macau?

According to the rules, you can get entry permit (also called VOA) upon reaching Macau.

Hello;
Thanks from your reply. We went to Cina Embassy to grant China Visa and to have Entery Permit when we reach Macau, but the China embassy told us that you are not granted for going to Macau. They advised us to contact the organizer of the sports event in Macau so they can contact their immigration department to provide VOA for our team. We contacted the organizing committee to provide an agreement letter for VOA for our team, but they say you must have China Visa to come to Macau and In the immigration department may give you entry permit.
Please advise us what should we do?
