Seeking permission to use old image of West Lake (Hangzhou)

My father is writing a book about his experiences in China during World War Two. He has one great panoramic image of the lake which he acquired but did not make himself. It may have been a postcard. Do you have any idea who might keep track of historical images of this lake? I am thinking the West Lake Museum, but I do not have an email address. I am in the USA in North Carolina.
