You can apply it through the CVASC in New Delhi and the processing days are usually around 4 working days.
You need to take your passport, your application form with recent taken photo, resident permit or a note verbale (if you stay in Indian for short term), personal written statement, bank statement within 6 monthes, hotel booking confirmation letters and round trip flight tickets to apply for the L type in India.
