Do I ned a Visa/transit type/disembarkation card for one day stop in Shanghai

I am a permanent resident of Florida, but spend summers in Missouri. We will be visiting Shanghai for less than 24 hours on a cruise leaving Tokyo. Where should they be obtained?

If you do not leave the port, you can enjoy the free transit. If you plan to leave, you can apply for a stay permit at the Port to visit Shanghai.

What is required for a "stay permit"? Can this be done by the cruise line in port?
If not, where do we go to get this at the port, what is the cost and how long would this take to obtain?
Thanks

You need to use your passport, cruise tickets and then fill a form for applying a stay permit for free at the Port. There is a special channal for free transit passengers and you can easily find it by following the signs there.
The processing time depends on the numbers of passengers. Generally speaking, it will not cost a long time.
