I am Spanish Passport holder can I get 3 days L type at Lo Wu

If you mean the VOA for Shenzhen, you can get it at the border.
But if you mean the L type for visiting China, it is impossible and you need to apply in advance.

The Shenzhen VOA is the visa on arrvial which is valid within 5 days.
