Shall I tell my feelings to the person I love?

I am an ordinary Indian girl and my birthday is on 30th July,1996.I am madly in love with a Chinese actor and his birthday is on 15th November,1988.I don't know what he feels about me,but I am madly in love with him......shall I tell him what I feel about him????(please reply)
