Can I take poppy seeds to my sister in china?

These are packaged seeds that we would use for baking. Would I have to declare them?

LK, it's forbidden to take plant seeds into China. By the way, poppy seeds can be used to produce drugs. You'd better not take it with you. Othewise, you may be stopped when entering China.
