Can I enter Beijing?

I am travelling from USA to India with a 15hr layover in China (Beijing). I am on Indian passport. While India is not in the list of 51 countries, can I apply for a transit visa / permit on Beijing airport which allows me to visit the city?

Yes, you can apply for a free stay permit because your stopover is less than 24 hours.
