Arrested before travel?

If a VISA has already been granted but a few days prior to travelling, the recipient is arrested and charged for a crime, what effect would this have on the status of this? Would the recipient still be able to enter the country?

Hi, I am not sure what crime it is, but if you are allowed to leave your country, then it is ok for entry to China with a valid Chinese visa.
