About:Policy for Foreigners with Immediate Family Living in China

If i have a L visa currently for visiting relative's, can i get it changed to a residence permit or a Q2?

Also how would i go about doing it?

I am afraid not, because you may have to leave and apply outside of China for the Q2 type. Residence permit is issued only when you enter with long-term visa such as Q1 and work Z.
