What to weat on JAN and FEB for the snow festival in Harbin

Hi, hows the temperature in that city for JAN and FEB? and what type of clothing would you recommend?

The average temperature is around -14 to -25C in Jan and in Feb, it is around -10 to -20C.
The thick down jacket and thick sweaters are highly recommended.
