Does this qualify for 72 hour visaless permit?

We are 4 US citizens (2 adults and 2 kids) travelling from DC to Beijing to Manila, then Manila to Beijing to DC. On return flight, we have a 26 hour layover in Beijing. Can we use this program to leave airport?
